The geopolitical landscape in both Germany and Europe has undergone significant transformations, necessitating enhanced political and economic resilience. This shift also impacts international scientific relations. In today's world, marked by hybrid confrontations and escalating conflicts, safeguarding scientific freedom and ensuring the security of research activities are becoming increasingly crucial. Additionally, in light of Germany's recent economic challenges, research and innovation are pivotal for driving recovery.

Despite these challenges, Germany's higher education and research sector continues to attract a growing number of international students and researchers. They are drawn to Germany's strong reputation for research and innovation, efficiency, openness, and reliability.
